I seem to be having the same issue still, except the menu slug does match the text. If I click the logo, it scrolls properly to the top (#start), but any of the menu options dont scroll, just jump to it.
Please make sure that menu IDs correspond to section slugs (refer to the documentation, chapter The Menu). If that does not fix the issue, delete the menu and create a new one.
I also have the same issue and I have also tried to delete the menu, replace it brand new and yet it STILL does not scroll. Slug and anchor IDs match so not sure whats happening??

I cannot get the menu to work - it will not scroll. I have recreated it multiple times, but just does not work.
I have attached a screen shot of the menu page. Please let me know what I am doing wrong or what I can do to fix this...
I resolved this issue. It seems that the menu text needs to exactly match the slug.
