The Block Builder URL currently requires the full URL, this is a problem when people use e.g. DesktopServer to develop locally. As a result, I have to put my local url in , e.g. http://www.mysite.dev so when I push it to prod, it will have the wrong url, is there a way to use e.g. [TOP_URL]/.... and [TOP_URL] will be replaced, or offer a checkbox [ ] relative URL ...

Did you try with relative paths?
For example: /about-us/ instead of http://site.com/about-us/
